Shipping of Firearms
What's an FFL? Why do I have to have my rifle shipped to a Dealer with an FFL?
*All firearms MUST be shipped to an FFL*
An FFL, or Federal Firearms License, is a license issued by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) in the United States. It is required for individuals and businesses that want to engage in the manufacturing, importing, selling, or repairing of firearms. FFLs are classified into different types, each specifying the authorized activities the licensee can undertake.
The primary reason you MUST have your FFL holder is related to federal and state firearm regulations, which are designed to ensure the safe and legal transfer of firearms. Here's why this is necessary:
-
Background Checks: When you purchase a firearm, whether it's a handgun or a rifle, federal law mandates that a background check be conducted on the buyer. The FFL holder acts as an intermediary responsible for conducting this background check through the National Instant Criminal Background Check System (NICS) or a state equivalent system. This helps prevent individuals with certain criminal histories or mental health issues from acquiring firearms.
-
Compliance with State Laws: State laws regarding firearm ownership and transfers can vary significantly. Some states have additional requirements, waiting periods, or restrictions beyond federal regulations. By using an FFL, you ensure that the transfer complies with both federal and state laws.
-
Record-Keeping: FFL holders are required to keep detailed records of firearm transactions, including the make, model, and serial number of the firearm, as well as the buyer's information. These records help law enforcement trace firearms used in crimes or recover stolen firearms.
-
Verification of Firearm Legitimacy: FFL holders are experienced in identifying counterfeit or illegal firearms. They can verify that the firearm you are purchasing is genuine and legally owned.
-
Safe Storage and Handling: FFL holders are typically well-trained in safe firearm storage and handling. They can ensure that the firearm is transferred to you safely and provide guidance on responsible firearm ownership.
Having your rifle shipped to an FFL holder is a legal requirement designed to ensure the responsible and lawful transfer of firearms. It helps prevent prohibited individuals from obtaining firearms, ensures compliance with state and federal laws, and provides a level of oversight and expertise in firearm transactions. When purchasing a firearm, it's essential to research and choose a reputable FFL holder to facilitate the transfer process.

I'm a resident of a state with restrictions on AR-plaform firearms. How does this affect me?
As of September, 2023, we cannot ship firearms or firearm components to the following states:
- Washington
- Illinois
APF currently manfuactures compliant rifles for California using the Juggernaut Tactical Hellfighter kit for both AR-15 and AR-10 platforms. We strive to remain up-to-date on changing firearms laws, but these laws change frequently, so please read up on your state's regulations before ordering. If we are able to build a compliant rifle for your state, we certainly will.
Many other states restrict residents' ability to purchase and possess certain firearms and firearm components. Please research your state's regulations before purchasing. Here is a link to more information by state. Keep in mind, however, that it is YOUR responsibility alone to ensure you are following all applicable federal, state, and local laws as it applies to firearms and firearm components.
It's crucial for individuals interested in AR-style firearms to research and understand the specific laws in their state, as well as any federal regulations that apply. Additionally, firearm laws change over time, so it's essential to stay informed about any legislative updates that may affect your rights and responsibilities as a firearm owner or enthusiast. Consulting with local law enforcement or legal professionals who specialize in firearms law can also provide valuable guidance.
How do I purchase an NFA item?
NFA Items are a weapon/component that has been categorized by the National Firearms Act of 1934. Firearms subject to the 1934 Act included short-barreled rifles (SBRs), short-barreled shotguns, certain firearms described as “any other weapons,” machine guns, and firearm silencers.
